The first draft of the LVV Standard 75-00(00) (Electric and Hybrid Vehicles) is now available for review and feedback.

The consultation period will be open until 31st March and targets key people that have been identified as having had involvement in the electric and hybrid vehicle sector, from within the manufacturing and installation industries, LVV certification regime, electric vehicle modifiers, constructors and users, and Government agencies.
We are happy to receive feedback from anyone who would like to comment on the draft standard, hence the inclusion on this forum, so please feel free to make a submission.

corrections on mistakes we have made; and details on information and requirements that you think aren’t necessary; and details on requirements or advice that you think should be added.
We would also be grateful for ideas on how we can make things clearer and easier for people to understand.
Here is some of the background information from the discussion document:
Introduction: This draft standard has been under development during the past 18 months, and it is the intention of LVVTA, and the desire of the Ministry of Transport, to introduce the standard into the low volume vehicle certification sector as soon as possible.
How has the standard been developed? The standard has been developed from a guideline for electric vehicle conversions that was initially produced during the mid 1990s by the New Zealand Hot Rod Association (Inc), sourcing expertise from a number of different groups, with particular assistance and expertise provided by the Electric Vehicle Transportation Association of NZ (EVTRANZ).
The 1997 guideline has been the document that LVV Certifiers have used to assess the safety of electric vehicles since its release, and has been adequate, however with the advent of improved battery technology and an increase in interest in electric and hybrid transportation during the past two years, it has been necessary to review and improve the 1997 guideline, and to introduce the requirements as a formal low volume vehicle standard in order to give the document clear legal status.
Why is the standard necessary? The process of electric and hybrid vehicle conversion and construction introduces a number of significant safety risks, which must in some way be mitigated. In all other aspects of light vehicle modification and construction in New Zealand, the Low Volume Vehicle Code (LVV Code) is used as a mechanism by which to apply a set of prescribed safety standards known as Low Volume Vehicle Standards (LVV Standards) by authorised low volume vehicle certifiers (LVV Certifiers).
There is presently a network of LVV Certifiers throughout New Zealand who are authorised by the New Zealand Transport Agency to certify electric and hybrid vehicles, however an appropriate set of technical requirements that are supported by land transport legislation must be introduced for the LVV Certifiers to apply. LVV Standard 75-00(00) (Electric and Hybrid Vehicles) will satisfy this need.
Who has been involved in the development of the standard? As previously mentioned, the initial work was done by a group of people during the 1990s, with a lot of expert opinion being drawn from EVTRANZ. During the past 18 months, the technical review and re-development of the standard has been led by LVVTA’s Engineer Dan Myers BEng MSc. Dan has consulted with a small group of individuals and organisations who are known to us for having particular expertise in this area. This process has enabled LVVTA to achieve a draft standard that is sufficiently developed, that consultation to a wider audience is now appropriate.
