Hi there. I am wanting to know if seat belts are required if I install rear seats in a 1975 CF Bedford van. Hi Michael, The requirements are based on the year the vehicle was first registered in New Zealand but I am going to presume it was registered new in New Zealand in 1975. In which case your van does not require seatbelts in the rear, however it is always advised that they are fitted for obvious reasons. As the seat anchorages require certification anyway, and if you are entertaining the idea of fitting belts then I would recommend the seatbelts and seatbelt anchorages are certified at the same time as the seat anchorages, if you were to fit seatbelt anchorages after certification then your van would require full re-certification. Cheers Chris

Hi Chris. I have purchased some rear seats from a 2004 Toyota Estima (1 x 3 seater, 1 x 2 seater & 1 x single seat) and will discard the rail system in favour of fixing these via 3mm steel mounts through the floor and u channel below the floor with nuts welded on. I do want to use the lap seat belts currently fixed to these seats (on all 6 seating positions) and secure these to the seat mounts that will be oversized to allow for seat belts. Will this be certifiable? I figure that lap belts have to be better than no seat belts which you say above is alright.

Hi Michael You are asking about fitting stressed seats and as you have clearly identified, a stressed seat requires a much more substantial anchorage than the doubler plates required for a non-stressed seat. Refer to the seat and seat anchorages standard for how to mount a stressed seat. lvvta.org.nz/documents/standards/LVVTA_STD_Seats_&_Seat_Anchorages.pdfAttachment requirements for forward-facing stressed seats with lap-only or buckle-only seatbelt anchorages 2.8(11) A stressed lap-only or buckle-only forward-facing seat that is retro-fitted to a low volume vehicle must be attached to the vehicle by the use of either: (a) a system, including fasteners, that directly replicates the installation of the seat as attached into the vehicle to which the seat was originally fitted; or (b) a stressed seat over-floor mounting bar system that meets the requirements specified in 2.10; or (c) an underfloor channel system that meets the requirements specified in 2.11. Be sure to understand the design, attachment and preparation of the underfloor channels and be sure that they span fully between underfloor structural chassis rails or crossmembers so that the channel end overlaps the structural member where it attaches to the floor pan. Cheers Chris

Hi Chris. I can't seem to find 2.11 in the Seatbelt Anchorages PDF. Could you advise what it is or where I can find it please?

Awesome. Thanks Chris. That will sort the seat mounting fine. Are you saying that for all of the lap belt mounts, I can use the same underfloor channel system?

I'm not sure what you are asking. From the information you have provided I imagine the OE Estima lap belts are attached to the OE Estima seat frame and the OE Estima seat frames will be attached to the underfloor channel system, or have I misunderstood and you are going to mount the seatbelts separately?

Sorry. The single seat, 2 seater and the middle position on the 3 seater have lap belts attached to the seat frame. I would be adding lap belts to the outside seats on the 3 seater and mount them to the under floor channel.

Hi Chris. Are you saying that I can use the OE Estima lap belts? I was under the impression that I would need to remove these and attach new lap belts directly through the underfloor channel system. So can I use the existing OE Belts attached to the seat frame & add lap belts to the seating positions that don't have any via the underfloor channel system?

Hi Chris,
I live in Australia and have a 1977 Bedford van, do you have any idea if similar rules apply for across the ditch over our way mate?
I can't seem to find any info for Australia at all. Even if you could maybe point me in the right direction to check?
Thanks in advance mate!

Best to talk to your local transport authority ie VIC roads etc. Cheers Chris
