Hi
Can you tell me if the following wheels and guards can be certified for road use, This is the front of the car?
No spacers or adapters are used and they are inside the 35% negative offset limit and the 5% rolling diameter change specifications.

Good morning, no I don't believe this would be able to certified like that, as the rear of the wheel would be sufficiently exposed that it would be likely to spray water / road debris that might cause a greater hazard to other road users.
From the Hobby Car Technical Manual. It's a clause written with exposed wheel "Hot Rods" in mind, but does mention the requirement to cover the rear of a wheel, because of the risk of spray and debris.
13.5.2 A low volume vehicle, other than one specified in 13.5.3, must be fitted with a mudguard that covers no less than the full width of the tread, and one-third of the circumference, of each tyre, positioned in such a way as to minimise the displacement of spray and debris to the rear of the vehicle. (see Diagram 13.3)

Hi Leon
If I were to fit mud guards, I.e rally type flaps to the rear of the guard covering the exposed wheel, so no stones etc could flick up, would it then be possible to get the car certed?

I would say so yes, if you covered the back of the wheel.
