I was wondering if you need this certed or, is it completely illegal??

Can you please provide a little more detail on the modifications? Is the mod to the strut itself or the the strut tower?

well there are no mods to the strut tower only the top hat itself so no mods to the strut just the top hat that holds the spring in place , the spring setup I'm using requires a shorter shock or a extended top hat so the spring is captive

Thanks for the info. The threshold states that the spring must remain in contact with the unmodified OE spring platforms. This means that it does need to be LVV Certified. Here is the LVV Threshold document - www.lvvta.org.nz/CertThresholdScheduleApril04V3.pdf
