Can we have harness mounted for track, and use normal seatbelt for the normal one day to day?

Yes, unless the vehicle has a full roll cage (as compared to a roll hoop where your back seats used to be). If the vehicle has a full cage, then it would need full harness belts all the time (because a three point won't keep your scone away from bars), and with full harness belts on the road, you'd need a Motorsport or NZDRA Authority Card*
*the exclusion to this, is scratch-built single row seating vehicles such as Lotus 7 / AC Cobra replica's, who may run full harness belts without a card.

Leon, what if it has a half cage or roll bar in the rear where the rear seats used to be? roll bar and belts need to be certified then right? i'm thinking of using my wrx similar to smithy above but add in the rear cage...

Is your car going to be running a MotorSport NZ Authority Card? not that I am aware of (would it need 1?).. was planning on using the car for a few track days (hence the half cage, harness and looking at aftermarket seat - momo or NZKW) but retain the ability to use the car as a means to travel to work if need be so not really sure what needs to be certed and what doesn't (i know the seats need to be with new location for belt stalks)

Half cage where the rear seats used to be is "below threshold", which translates into "Doesn't need cert". Just ensure that in a nutshell, neither you or your passenger's noggins can connect with the rollbar. So ensure it is wholly behind the rear of the seatbacks, and that your seats have headrests (so this would be an issue with factory seats in something like the old school Mini). Without a Motorsport Authority Card, you can't use harness belts on the road, so that's a non issue too. Can't be certified. If you are putting in an aftermarket seat, that might, or might not need a cert. It depends on your car, how you are mounting it. If you are taking your inner seatbelt anchorage from an unmodified OE seat runner, and putting it onto the transmission tunnel, then that new inner seat belt anchorage will need certification. With the harness, i was thinking of using it track day, but use standard OE belt during road use, but issue now been clarifed for me.
aftermarket seats would be in a Subaru WRX Sti.. would get them certed anyways just to be sure is the safe bet.
