While I was unable to find a section in the standards that specifically covered hubs for multiple attachment configurations, a comparable section of the wheels and tyres standard regarding spacers and adapters says " spacers must be of the same configuration, which means, a spacer must be of a type that will fit either a four-stud wheel or a five-stud wheel, but not both. Spacers that will fit both four-stud and five-stud wheels must not be used in any situations" Even if there was an allowance for multiple configuration, in the example you have linked to, the 5 hole configuration is extremely close to the edge of the hub meaning it is unlikely to have sufficient material surrounding the hole and lacking adequate strength.
