Has anything happened with this for multi use vehicles, I did hear something about a proposal to be able to list more than one wheel size on the cert plate a while ago but nothing seems to have eventuated. For example, I am building a heavily modified Toyota Starlet for hillclimbs etc. For gravel use it will run 15's, sealed roads 17's but overall diameter will be similar. A number of the courses we use have return roads open to the public so with only one set of wheels listed technically I won't be able to use the return road for either gravel or sealed events depending which wheels it is certed for. I presume rally cars would run into the same problems with touring stages if they do both gravel and sealed tarmac events.

Yes, two sets of wheels can be certified and noted on the plate.
To have both sets of wheels on the plate requires certification of the vehicle in both configurations, so the certifier will conduct 2 inspections and 2 test drives with 2 brake tests.
The plate will note the alternative something like this: 15x8 or 17x8
