Is it possible to certify a vehicle which is does not comply with the standards for nz roads? For example, A brand new Mahindra Thar www.mahindra.co.nz/thar-crde which is sold as a farm only vehicle, is it possible to certify it as a low volume vehicle (or carry any modifications on it get it certified) and therefore get a WOF and register on the road?

No it is not, such a vehicle needs to first meet NZTA's standards compliance.

How is this different from scratch built vehicles being certified? Does this mean that scratch built vehicles meet NZTA standards compliance prior to certification?

Because it isn't a scratch built vehicle built from previously unrelated components. It is a mass produced vehicle. www.lvvta.org.nz/documents/infosheets/LVVTA_Info_02-2013_New_SB_&_Mod_Prod_LVV_definitions.pdfFrom the LVV Code 2.3(6) For an unregistered modified production vehicle to be inspected for LVV certification, it must first, prior to registration, have both its identity verified and its original standards compliance established by an inspecting organisation appointed under 2.2(1)(e) of Land Transport Rule: Vehicle Standards Compliance 2002.
