I have my vehicle certified for raised suspension 575mm at the front (torsion bars).
If I want to lower it down at the front (winding down torsion bars around 10-15mm) and it's no more than 5% of the above number it won’t require re-certification?

Hi Tom
Providing the method you use to lower your vehicle is below thresh-hold, no it won't. Keeping in mind that the 5% is to allow for changes in height with loads etc, so in some instances you could end up lower than the 5% tolerance and you could be ticketed for having a non-compliant vehicle. (unlikely, but possible)

Method would be winding the torsion bar adjusting bolts slightly - is this OK? 10-15mm maximum would be all that I need - being only the front end adjusting should be roughly constant height. Thanks.

On it's own, winding the torsion bar down is considered a below threshold modification.
