I am looking for clarification regarding the requirements for the use of Weld through primer when carrying out vehicle body repairs ( for the purpose of certification ). I can't find any mention of it in the Code of construction whatsoever. The LTSA vehicle portal says that weld through primer must be used, which I assume would apply to lap joins when carrying out repairs or welding in replacement sheet metal where required. LTSA 9-4 component protection item 2 states that if a corrosion protection system has not been applied during a repair upgrade when weld through primer was not originally used it is a fail. My understanding of this is that the person carrying out the work must adhere to modern Industy best practice and use a weld through primer where required and the fact that such a product was not available when the vehicle was originally manufactured is not an excuse not to use it during a repair upgrade.
Any clarification on this matter would be greatly appreciated.

Gidday I think you are discussing a repair rather than a modification and that question should be directed toward a repair certifier. www.nzta.govt.nz/assets/resources/specialist-repair-certifiers/docs/specialist-repair-certifiers.pdfCheers Chris
